AC Developers LLC (“ACD”) has been an active hotel developer since 2006. Having developed or co-developed 11 hospitality projects, with 2 more in development and both nearing completion as of January 2026.

ACD’s construction affiliate, Flintlock Construction Services LLC (“Flintlock”), has been the General Contractor or Construction Manager on these projects. Flintlock has completed the construction of 43 high rise hotels in New York City.

ACD is active in all phases of each project including land acquisition, planning and design, selecting the brand, negotiating the franchise and hotel management agreements, arranging debt and equity financing, FF&E design and procurement, permitting and approvals, and construction supervision. We also specialize in fee development and property improvement plans (PIP.)

The Company’s principals have also been investors and asset managers in nearly all these projects.

Chip Weiss

Stephen “Chip” Weiss Jr has 45 years of experience in construction, development, construction financing and asset management. As part of the family that built Flintlock Construction Services into a real estate development and construction business spanning four generations, he began his career in 1981 as project superintendent for Flintlock’s mid-rise subsidized rental building of 120 units in New York City’s Harlem neighborhood. In the 1990’s, Chip became director of project development for Flintlock’s affordable housing program in the New York Metro area. Many of the properties had to be released from heavy government regulation and Chip learned how to navigate complex government bureaucracy. These efforts succeeded with the financing and development of 13 affordable rental projects, as well as the conversion of 1,360 rental apartments to affordable condominium and cooperative apartments. Starting in 2002, Flintlock began to focus on hotel building in Manhattan and has now completed 44 hotels in Manhattan alone. In 2008, Chip and Andrew formed AC Developers and developed their first hotel, a Wyndham Garden in mid-town Manhattan which became the highest grossing Wyndham Garden Hotel.

Andrew Weiss

As a general contracting executive initially, Andrew has successfully managed the construction of everything from luxury condominiums and hotels to affordable housing, banks, medical centers, offices and retail outlets, principally in the New York metropolitan area with a combined total contract value exceeding over $2,500,000,000 in the past 42 years. While most of his earlier career had been spent in the New York Metro area, Andrew Weiss, with his brother, Stephen “Chip” Weiss Jr, developed, secured financing for, built and subsequently sold three apartment complexes comprised of over 220 apartments in Houston, Texas in the late 1990s. Then in 2008, Andrew and Chip developed a Wyndham Garden Hotel, the first of what would later be twelve (and counting) hotel projects (nationally franchised and boutique hotels) as developer or co-developer (and part owner.) Nearly all of these hotels – ranging in size from 47 keys to 419 keys and from 7 to 33 stories – were built by the Weiss’ construction company, Flintlock Construction Services LLC. Andrew works together with the entire development team- the owner, design team, bank engineer and other project professionals – to assure that the goal of timely building completion, within the budget, is achieved. His construction expertise spans a wide range of construction methods: Poured-in-place concrete, steel frame, curtain wall, bearing wall masonry with concrete plank deck, as well as traditional wood frame construction, from buildings of a single story to 500-foot tall skyscrapers. Presently thru AC Developers the Weiss’ have seven operating hotels with various amounts of ownership from five percent up to 100 percent ownership.

Ray Dar

Ray is a dynamic and performance-driven professional with an exceptional leadership background in Construction Management, Pre-Construction, Design-build and General Construction aspects of the industry. Ray has forty years of proven experience in Pre-Construction, Construction Management, General Construction, Operations, Value Engineering, Risk Management and Project Management in Hospitality, Residential, Commercial and Institutional project types. Ray bolsters the team with a keen understanding of regulatory compliance, logistical and safety-related challenges in high-rise construction due to fast track completion schedules in dense urban environments.

Caleb Weiss

Caleb Weiss has 16 years of combined experience in construction management and development. He began his career in the construction industry in 1999 with ACD’s construction affiliate, Flintlock Construction Services LLC, supervising ground-up construction. Two years later, he joined the Washington, D.C. office of Turner Construction Company to broaden his general contracting experience in their Special Projects Division. In 2003, he then entered the United States Marine Corps to serve as an infantry and ground reconnaissance officer for 12 years (active duty and reserve component), deploying five times and serving in positions from platoon commander to operations officer before returning to Flintlock / ACD in 2013. For the past 12 years, Caleb has been directly involved in multiple high-rise, new construction hospitality projects ranging in contract volume from $6,000,000 to $190,000,000. A graduate of both Columbia University and NYU’s Shack Institute of Real Estate, currently he is managing ACD’s new project partnership program with International Hotels Group (IHG.)
